Pennsylvania questions about snakes?

I was out fly fishing with my boyfriend today in Bellefonte, PA. I was standing very near the coast, probably about to my knees, without proper equipment including boots and a floating snake right in front of me and touched my leg. I wanted to know what kind of snakes are thus in the water here. It was about 2 feet long, and probably coiled around a sort of semicircle. Brown stripes had red spots and tan that goes through the body, not along. I wish I had a better view of it, but I have a debilitating phobia of snakes and completely panicked. I pretty sure it was not poisonous, and from what I read, I could have been a Northern water snake. If anyone has any knowledge on this topic, please let me know! I wonder if it was a brush with death or a ditzy stupid girl screaming in a river without any real reason.

Was likely a Northern Water Snake, as you said. I make regular contact with them and be amazed you can still send me running screaming to the edge, so no feel too silly.
